I. PURPOSE
- The purpose of screening is to identify those children
and youth, in and out of school, who are experiencing learning
and/or adjustment problems. It is not intended to be merely
the prerequisite to special education. It may, for example,
indicate the need for ameliorating the home environment or for
extensive medical evaluation, in addition to identifying those
children and youth in need of special education/related services.
- Primarily, the process should assist in providing alternatives
and/or interventions within the regular education setting.

II. PROCEDURE
The screening process for all students enrolled in Albemarle
County Schools shall be derived as follows:
- All children (through grade three), within 60 business days
of initial enrollment in a public school, shall be screened
in speech, voice, and language to determine if a referral
for an evaluation for special education and related services
is indicated.
- All students, within 60 business days of initial enrollment,
shall be screened in the areas of vision and hearing to determine
if a referral for an evaluation for special education and
related services is indicated. In addition, the vision and
hearing of all children in grades three, seven, and 10 shall
be screened during the school year.
- All children (through grade three), within 60 business days
of initial enrollment, shall be screened for fine and gross
motor functions to determine if a referral for an evaluation
for special education and related services is indicated.
- The screening may take place up to 60 business days prior
to the start of school. The local school division may recognize
screenings reported as part of the child's preschool physical
examination required under the Code of Virginia if completed
within the above prescribed time line.
- All students in grades 3, 7, 10 shall be screened for Hearing
acuity and Vision (Virginia School Law 22.1-273).
- Children who fail any of the above screenings may be re-screened
after 60 business days if the original results are not considered
valid.
- Any failure in screening shall result in parents being notified
by the principal/designee (Forms 10.06, 10.08). Medical intervention,
classroom intervention, or referrals to the Child Study Committee
are possible considerations.
- Children shall be referred to the special education administrator
or designee no more than five business days after screening
or re-screening if results suggest that a referral for evaluation
for special education and related services is indicated. The
referral shall include the screening results.
- When students transfer from public, private or parochial
schools, it would be appropriate to determine if a comparable
evaluation report is available from the former school. If
not, it will be necessary to follow the required procedure.
- Written Information regarding Scoliosis will be provided
to parents of children enrolled in Albemarle County Public
Schools.

III. STAFF RESPONSIBILITIES
- The principal/designee shall be responsible for ensuring
that all students entering Albemarle County Schools are screened
within the designated time frame.
- The principal/designee may recommend staff members for the
various responsibilities to be carried out during screening.
For example:
Speech Therapist: Speech, Language, Voice and Hearing
Classroom Teacher: Fine Motor
Physical Education Teacher: Gross Motor and Vision
School Nurse: Hearing Screening
- Each professional shall be responsible for completing the
appropriate section of the form SUMMARY OF SCREENING FOR INITIAL
ENROLLMENT (Forms 10.01), within the designated period of
time. In addition, the speech and language pathologist will
use the appropriate forms (i.e. Forms
10.02, 10.04) to record
results of their specific screenings. These forms are to remain
in the student's record.
- Each Albemarle County School will have a screening plan.
Check with the building principal for the schedule and list
of responsibilities to complete required screenings.
